State-Mandated Water Conservation

In 2018, the California Legislature passed AB 1668 and SB 606 to build on Governor Brown’s efforts to make water conservation a way of life in California. These laws established permanent, state-mandated conservation standards for water districts.

The new "Making Conservation a California Way of Life" regulations by the State Water Resources Control Board (SWRCB) continue to focus on long-term water efficiency. These regulations build on AB 1668 and SB 606, and the District will work with our customers to achieve any water savings needed to meet compliance with the new regulations.

Indoor Water Use:

  • Current target: 55 gallons per person per day.
  • 2025 target: 47 gallons per person per day.
  • 2030 target: 42 gallons per person per day.

Outdoor Water Use:

Outdoor water targets will be based on the size of irrigable land, but specific metrics are still under development.

Compliance:

Starting in 2027, the state will have the authority to fine water districts for non-compliance—not individual customers.
