​Project Overview​

To streamline the application, plan review, and construction process, the District has provided reference materials and forms. Please review them before contacting the District early in your project's design stage to avoid delays.

For information on new water development connections, including requests for District's facility maps, please complete the Utility Maps and Record Drawings Request.

CONNECTION CHARGES AND REIMBURSEMENT
Plan Design Stage 

All new facilities must be designed to the District's Standards and Specifications.  Design plans will be submitted with the Application for New Water Service.

Information for New Development

It is important to contact the District early in the design stage for any new water service connection to avoid delays in your project.


  For Single-Family Residential New Home Construction

  • The following items are required to begin the review process:
    • Complete the application form (Insert link to LF Form).
    • Provide a deposit of $5,000 (checks only**) to be applied towards administrative, engineering, and inspection costs.

For Commercial, Minor Subdivisions, or Light Industrial Properties

  • The following items are required to begin the review process:
    • Complete the application form (Insert link to LF Form).
    • Deposit of $10,000 (checks only**) to be applied towards administrative, engineering, and inspection costs.

For Subdivisions or Industrial Properties

  • The following items are required to begin the review process:
    • Complete the application form (Insert link to LF Form).
    • Please provide the following deposit based on the size of the project. (checks only**) to be applied towards administrative, engineering, and inspection costs.
Project Description Initial Deposit Amount
Construction of new subdivision—1-50 lots$15,000
Construction of new subdivision—51-100 lots$25,000
Construction of new subdivision—more than 101 lots$35,000

Additional deposits may be necessary throughout the project. Charges applied to the deposit are based on time and materials. 

**Please make checks payable to Diablo Water District. They can be mailed to P. O. Box 127, Oakley, CA 94561, or dropped off at the District’s office located at 87 Carol Lane, Oakley. Please include the original signed application envelope. Please include an email address, and we will email the receipt.


 

Course of Construction 

New Service Inspections

Final Meter Inspections may be requested once the following requirements are met:

  • Connection fees to the District and CCWD have been paid
  • Meter, MXU, PRV, Backflow/Passive Purge installed according to the District’s Standards and Specifications

Backflow Prevention

Backflow Testing

 Final Backflow Testing may be requested once the services have passed final inspection.

Please send the backflow testing schedule to inspections@diablowater.org. Please allow for 48 hours notice prior to testing.

Backflow Testing Process

  1. Diablo Water District will unlock and turn on the water service by 12:00 pm on the day of testing. Service at the Number 2 Valve will remain off.
  2. Certified Backflow Testers must submit Certified Testing Reports no later than 8:00 am the following day after the service is unlocked. Reports may be submitted in person at 87 Carol Lane, Oakley, or by email at inspections@diablowater.org.
    • If Certified Testing Reports are not received by 8:00 am the next business day, service will be turned off and locked. Re-testing will be at the developer’s expense.
  3.  Once Certified Testing Reports are received, service will be transferred to the Developer, and billing will begin the same day.

 Any tampering with a service that has NOT been unlocked by a District employee will be charged a tampering fee in an amount up to $10,000 per service. If there are any questions whether a service is permitted to be used, please email inspections@diablowater.org.
